Training center for qualified yachtsmen
Founded in 1998 (Certificate of Training Center Registration (License) No. 3 dated May 21, 1998, Ministry of Transport, State Fleet Inspection of Ukraine), on the initiative of Hryhoriy Golembievskiy, the CENTER specializes in training people to manage pleasure sailing, motor vessels with hull lengths from 6m to 24 m.
Over the entire period of the Center’s existence, more than 1,500 yachtsmen from Kyiv and other regions and cities of Ukraine were trained in its classes. Among the graduates of the Center are yachtsmen from Great Britain, the United States of America, the Republic of Poland, and Germany. A lot of joint work was carried out with professional shipmasters from the State Academy of Water Transport named after Petro Sahaidachny, inspectors of the State Fleet Inspection of Ukraine, the Register of Shipping of Ukraine. To conduct classes with students of the Center. leading yachtsmen, yacht builders, sailing masters and other water transport specialists were involved.
The center maintains relations with other educational institutions for the training of pleasure boat drivers both in Ukraine and abroad.
Many graduates of the Center have reached a high professional level in the skills of managing recreational sailing vessels, covered more than one thousand miles, visited many corners of the world on sailboats, and opened their own yachting schools.
In 2024, the CENTER received the approval of the Training Programs for Pilots of Pleasure Sailing and Motor Vessels in the State Service of Maritime and Inland Water Transport and Shipping of Ukraine (Shipping Administration).
Training programs contain a description of the field of application and goals of the course, admission requirements for candidates, a curriculum with the full structure of the course, training methods and equipment for training, as well as determine the criteria for evaluating knowledge and forms for preparing the exit control.
Preparation is carried out in accordance with:
- Law of Ukraine “On Inland Water Transport” (Article 5, Clause 3, Clauses 3 and 4; Article 41);
- Resolution No. 40 of the Working Group of the Committee on Inland Water Transport of the Economic Commission for Europe of the United Nations Organization “International certificate for the right to drive a pleasure craft” taking into account revision 4 and amendments 1-3;
- “Procedure for the preparation and confirmation of the qualifications of the drivers of small vessels and jet skis, as well as the issuance of an international certificate for the right to operate a recreational vessel” approved by the Order of the Ministry of Community Development, Territories and Infrastructure of Ukraine dated 07.01.2023 No. 8 . Registered in the Ministry of Justice of Ukraine on March 8, 2023 under No. 421/39477.
After successful completion of training, trainees receive a Certificate of the center and are allowed to pass qualification confirmation (examination) at the qualification commission of the State Service of Maritime and Inland Water Transport and Shipping of Ukraine (Shipping Administration).
After the examination in the qualification commission, the Shipping Administration issues “International certificate for the right to operate a pleasure craft” in accordance with Resolution No. 40 of the European Commission on Inland Water Transport under the UN “International Certificates for Operator of Pleasure Craft” – ICC Certificate.
The center conducts theoretical and practical training of small, recreational sailing vessel drivers in the following categories:

Main requirements for a candidate in ship management:
age not younger than 18 years, have a valid document on fitness to operate a vessel (pleasure/small vessel) based on health.
Theoretical course is held in NAU classrooms or remotely (online on the ZOOM platform). Students get practical skills in managing a small/small vessel on sailing, sailing and motor vessels. Students are provided with methodical material on the topics of the training course.
Practical training begins with the opening of navigation and includes at least ten two-hour lessons on recreational sailing and motor vessels.
Additionally programs on the practice of steering a sailing vessel in the waters of the Mediterranean Sea (bareboat charter) are offered – Turkey, Greece, Italy, Spain, Portugal, Poland.
